China–Singapore cooperation in academic publishing took a decisive step forward this morning at the Administrative Building of China University of Petroleum (East China) (UPC-EC). Bilingual Publishing Group (Singapore) signed journal cooperation agreements with UPC-EC and the World Chinese Rhetoric Society to jointly launch two international academic journals—Major Power Diplomatic Communication and Neurolinguistic Communication Intervention. The parties set clear goals to achieve indexing in ESCI in the near term and to work toward SSCI/SCI inclusion, advancing China–Singapore scholarly exchange to new heights.

Alliance of Leading Institutions: Focusing on Cutting-Edge Priorities to Build an International Academic Platform
This collaboration focuses on two frontier areas: international communication and neurolinguistics. “Major Power Diplomatic Communication,” edited by Prof. Mao Haoran, dean of the School of Foreign Languages, will cover diplomacy with Chinese characteristics, neighborhood diplomacy, people-to-people diplomacy, and energy diplomacy, with the goal of advancing China’s international academic discourse in diplomacy and global communication. “Neurolinguistic Communication Intervention,” led by Prof. Mao Haoran in his capacity as president of the World Chinese Rhetoric Society, with Prof. Cheng Lulu—secretary-general of the Society, Taishan Young Scholar, and executive deputy director of the Language Services & Intelligence Laboratory of the Shandong Humanities & Social Sciences Laboratory—as co-editor-in-chief, will investigate the cognitive-neural mechanisms of language disorders and precision intervention strategies, delivering theoretical innovation and translational outcomes to support global screening, assessment, and intervention for language disorders in older adults and pediatric populations.
Wang Jiansheng, president of the Journal House at China University of Petroleum (East China), said the collaboration is a key step in deepening the university’s international academic cooperation and serving national strategic priorities. He noted that the two journals will act as bridges for China–Singapore scholarly exchange, and that the university will fully support efforts to develop them into academic brands with global impact.

Prof. Mao Haoran, Editor-in-Chief, emphasized that while the two international journals aggregate work from leading scholars worldwide, they will also provide strong support for the development of young scholars and serve as incubators for future academic leaders. He further pledged a full waiver of article processing charges (APCs) until the journals are indexed in ESCI.

At the signing ceremony, Mok Yeow Fay Rayman, executive director of Bilingual Publishing Group (Singapore), separately signed co-publishing agreements with Wang Jiansheng, president of the Journal House at China University of Petroleum (East China), and Prof. Mao Haoran, president of the World Chinese Rhetoric Society. Rayman presented appointment letters naming Prof. Mao as editor-in-chief and Prof. Cheng Lulu as co-editor-in-chief, and presented the plaque for the “International Joint Editorial Center.”

Chinese representatives at the signing ceremony included Wang Jiansheng, President of the Journal House at China University of Petroleum (East China); Prof. Mao Haoran, Dean of the School of Foreign Languages; Prof. Cheng Lulu, Secretary-General of the World Chinese Rhetoric Society; and three other delegates (six in total). Bilingual Publishing Group (Singapore) will leverage its strengths in digital communication and international operations to provide global promotion and resource-integration support for the two journals. The participation of a broad set of representatives reflects a “scholarship-led, industry-enabled” model of collaboration, enabling more China-rooted research of global interest to reach international audiences, achieve wider dissemination and be translated into practical use.

Looking Ahead: Building an International Scholarly Community
This collaboration is not only a key milestone in China University of Petroleum (East China)’s internationalization strategy; it also sets a new benchmark for China–Singapore academic cooperation. With the agreements signed, launch preparations for the two journals have entered the implementation phase: the editorial offices were formally established the same day, editorial boards were constituted, and the journals’ scope, development plans, and sections were finalized. Beginning October 1, 2025, the journals will invite submissions from scholars worldwide. The partners will also convene international academic forums on a regular basis to bring together leading cross-disciplinary scholars to address frontier topics, foster an enduring scholarly community, and contribute practical solutions to real-world challenges in international communication and language disorders.
